rekomandimeve t\u00eb Rezolut\u00ebs vjetore t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb p\u00ebr vler\u00ebsimin e veprimtaris\u00eb s\u00eb k\u00ebtij institucioni, si edhe detyrimeve q\u00eb burojn\u00eb nga bashk\u00ebpunimi nd\u00ebrkomb\u00ebtar.<\/li>\n<li>Kompetencat e Komisionerit lidhur me mbik\u00ebqyrjen e administrimit t\u00eb sh\u00ebrbimit civil parashikohen n\u00eb dispozitat e <strong>neneve 14, 15 dhe 16 t\u00eb ligjit p\u00ebr n\u00ebpun\u00ebsin civil<\/strong> dhe renditen si m\u00eb posht\u00eb:<\/li>\n<\/ul>\n<p style=\"text-align: center;\"><em><strong>Neni 14<br \/>\n<\/strong><strong>Kompetencat e Komisionerit<\/strong><\/em><\/p>\n<ol>\n<li><em>Komisioneri mbik\u00ebqyr, kryesisht ose me k\u00ebrkes\u00eb t\u00eb institucioneve, zbatimin e ligjit n\u00eb administrimin e sh\u00ebrbimit civil n\u00eb t\u00eb gjitha institucionet q\u00eb pun\u00ebsojn\u00eb n\u00ebpun\u00ebs civil\u00eb.<\/em><\/li>\n<li><em>N\u00eb ushtrimin e kompetencave, Komisioneri:<\/em><br \/>\n<em>a) kryen hetim t\u00eb plot\u00eb administrativ, sipas Kodit t\u00eb Procedurave Administrative;<\/em><br \/>\n<em>b) k\u00ebrkon dhe merr nga institucionet \u00e7do informacion t\u00eb nevojsh\u00ebm p\u00ebr kryerjen e detyrave t\u00eb tij;<\/em><br \/>\n<em>c) inspekton dosjet dhe \u00e7do dokument, lidhur me administrimin e sh\u00ebrbimit civil;<\/em><br \/>\n<em>\u00e7) k\u00ebrkon, kryesisht apo me k\u00ebrkes\u00eb, d\u00ebshmi t\u00eb \u00e7do n\u00ebpun\u00ebsi apo funksionari t\u00eb institucionit;<\/em><br \/>\n<em>d) k\u00ebqyr dhe inspekton \u00e7do praktik\u00eb administrimi n\u00eb \u00e7do institucion q\u00eb pun\u00ebson n\u00ebpun\u00ebs civil\u00eb.<\/em><\/li>\n<li><em>Institucionet q\u00eb pun\u00ebsojn\u00eb n\u00ebpun\u00ebs civil\u00eb, si dhe \u00e7do funksionar publik ose n\u00ebpun\u00ebs civil, q\u00eb kan\u00eb kompetenca n\u00eb administrimin e sh\u00ebrbimit civil, apo kan\u00eb informacion n\u00eb k\u00ebt\u00eb fush\u00eb, kan\u00eb detyrimin t\u00eb bashk\u00ebpunojn\u00eb me Komisionerin.<\/em><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><em><strong>Neni 15<\/strong><\/em><br \/>\n<em><strong>Mbik\u00ebqyrja<\/strong><\/em><\/p>\n<ol>\n<li><em>N\u00ebse gjat\u00eb mbik\u00ebqyrjes, Komisioneri \u00e7mon se ka shkelje t\u00eb ligjit n\u00eb administrimin e sh\u00ebrbimit civil, me vendim me shkrim, paralajm\u00ebron institucionin p\u00ebrkat\u00ebs, duke i l\u00ebn\u00eb detyrat p\u00ebr p\u00ebrmir\u00ebsimin e situat\u00ebs dhe duke p\u00ebrcaktuar nj\u00eb afat t\u00eb arsyesh\u00ebm p\u00ebr zbatimin e tyre.<\/em><\/li>\n<li><em>N\u00eb rast t\u00eb moszbatimit t\u00eb vendimit t\u00eb dh\u00ebn\u00eb, sipas pik\u00ebs 1 t\u00eb k\u00ebtij neni, Komisioneri mund t\u00eb gjobis\u00eb n\u00ebpun\u00ebsin p\u00ebrgjegj\u00ebs p\u00ebr moszbatimin e masave. Masa e gjob\u00ebs \u00ebsht\u00eb nga 20 p\u00ebr qind deri n\u00eb 30 p\u00ebr qind t\u00eb pag\u00ebs mujore t\u00eb n\u00ebpun\u00ebsit p\u00ebrgjegj\u00ebs. N\u00eb rast t\u00eb moszbatimit t\u00eb m\u00ebtejsh\u00ebm t\u00eb vendimit, Komisioneri mund t\u00eb vendos\u00eb nj\u00eb gjob\u00eb tjet\u00ebr deri n\u00eb 50 p\u00ebr qind t\u00eb pag\u00ebs mujore t\u00eb personit p\u00ebrgjegj\u00ebs.<\/em><\/li>\n<li><em>Vendimi p\u00ebr dh\u00ebnien e gjob\u00ebs mund t\u00eb ankimohet n\u00eb gjykat\u00ebn kompetente p\u00ebr mosmarr\u00ebveshjet administrative.<\/em><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><em><strong>Neni 16<\/strong><\/em><br \/>\n<em><strong>Mbledhja e gjobave<\/strong><\/em><\/p>\n<p><em>1.
